Crime
is
a
problem
in
all
countries
but,
globally,
the
USA
has
the
highest
prison
rate.
Over
5
million
people
are
victims
of
violent
crime
per
year
and
over
2
million
people
are
behind
bars.
This
means
that,
despite
having
just
4.4%
of
the
world’s
population,
the
USA
has
22%
of
the
world’s
prisoners.
Some
of
them
are
dangerous
but
many
are
just
petty
criminals.
The
reoffending
rate
is
also
high;
around
77%
of
former
prisoners
will
commit
a
crime
again
within
5
years
of
their
release.

There
are
many
reasons
for
this
high
rate.
Not
only
are
prisons
often
violent
and
overcrowded,
but
most
also
do
not
have
treatment
programs
for
mental
illness
or
substance
abuse.
As
a
result,
when
the
prisoners
are
released,
they
may
not
be
able
to
find
a
job
or
accommodation.
So,
it
is
inevitable
that
many
will
break
the
law
again.
C
While
the
USA
struggles
with
this
issue,
Norway
may
have
a
solution.
Prisons
in
Norway
focus
on
the
care
of
the
offender
and
help
them
to
tackle
their
problems
before
returning
to
society.
While
serving
their
sentences,
Norwegian
inmates
have
access
to
health
services,
education,
libraries
and
most
importantly,
job
training.
Here,
reoffending
rates
are
among
the
lowest
in
the
world
and
their
methods
are
so
effective
that
other
countries
are
choosing
the
‘Norwegian
model’.
This
is
good
news
for
law-abiding
citizens.
